Indonesia Flavouring Regulations: BPOM and Halal Rules

Indonesia regulates flavourings as BTP Perisa under PerBPOM 13/2020 as amended by PerBPOM 11/2021, with two labelling groups under Pasal 14: Perisa Alami and Perisa sintetik.

According to BPJPH's 18 October 2024 announcement on PP 42/2024, halal certification applies to raw materials and food additives for food and drink made by medium and large businesses from that date.

Which rules govern flavourings in Indonesia

BPOM Regulation 13 of 2020 governs BTP Perisa, as amended by Regulation 11 of 2021, while Regulation 11 of 2019 excludes flavourings from its general type list and maximum-limit annex.

What counts as a flavour, and the natural-flavour restriction

Under PerBPOM 13/2020, Pasal 1 angka 4 and Pasal 1 angka 15, perisa is a concentrated preparation with or without flavouring adjuncts used to give flavour, excluding salty, sweet and sour; natural flavour may not contain nature-identical or artificial flavour compounds.

Perisa adalah bahan tambahan pangan berupa preparat konsentrat, dengan atau tanpa ajudan perisa (flavouring adjunct) yang digunakan untuk memberi flavour, dengan pengecualian rasa asin, manis dan asam.

Section 03

Permitted compounds and written approval

PerBPOM 11/2021, Pasal 6, makes Lampiran III the initial permitted-compound list with subsequent changes by Keputusan Kepala Badan, while PerBPOM 13/2020, Pasal 13, requires written approval from the Head of BPOM for compounds outside Lampiran III using the Lampiran VIII application form.

Section 04

How flavour labels are grouped

Under PerBPOM 13/2020, Pasal 14, as amended by PerBPOM 11/2021, the labelling groups are Perisa Alami and Perisa sintetik, the synthetic group covers nature-identical and artificial flavour, the group appears as the flavour type name and in ingredient lists, and a flavour product's own ingredient list must state the flavour group and adjuncts.

Section 05

Why documents citing the 2016 rule need review

PerBPOM 13/2020, Pasal 20, repealed Head of BPOM Regulation 22 of 2016, and the 24-month transition for previously registered flavourings and foods containing them under Pasal 19 has expired.

Halal obligation for flavour ingredients

According to BPJPH's 18 October 2024 announcement on PP 42/2024, mandatory halal certification applies from that date to food and drink from medium and large businesses, including raw materials, food additives and processing aids for those products.

Section 07

Foreign halal certificates and registration

Under PP 42/2024, Pasal 143 ayat (1), Pasal 147 ayat (2) and Pasal 148, foreign halal certificates can be accepted on the basis of a reciprocal mutual acceptance agreement with BPJPH and certificates from foreign bodies with that arrangement must be registered before circulation in Indonesia, with registration filed by the importer or official representative through SIHALAL under Keputusan Kepala Badan Penyelenggara Jaminan Produk Halal Nomor 221 Tahun 2025 tentang Prosedur Pelaksanaan Registrasi Sertifikat Halal Luar Negeri (Kep-BPJPH 221/2025).
