Our Singapore site holds FSSC 22000, MUIS and BPJPH halal certifications. Halal status shapes a flavor from the first sample, because alcohol carriers and animal-derived inputs are common in conventional flavor systems, so we build toward it rather than checking it at the end. Philippine halal accreditation is administered by the Department of Trade and Industry's Philippine Accreditation Bureau under Republic Act 10817, a separate system from Singapore's MUIS, so tell us at brief stage which certification your buyer requires and we will send the scope documentation with the sample.

The Philippines no longer keeps a national list of permitted food additives. Administrative Order 2026-0011, signed 2 July 2026, repealed Bureau Circular 2006-016 and AO 88-A s. 1984, and the FDA now adopts the latest Codex General Standard for Food Additives, and its future revisions, automatically. Almost every summary still in circulation names the repealed circular.

For flavoring substances that order accepts compliance with the Codex Guidelines for the Use of Flavourings, CAC/GL 66-2008, or listing as safe by US FEMA, IOFI or GRAS, with identity and purity to the JECFA specifications adopted by Codex. That is the clause a flavor supplier has to be able to answer, and it is answered with documentation rather than with a Philippine registration.

Your Philippine importer must hold an FDA License to Operate before it imports anything, and only manufacturing sites face inspection before the licence is issued: a trader or importer is inspected afterwards.
A distributor importing a flavor to resell to other manufacturers secures a Certificate of Product Registration for each one. A manufacturer importing a flavor for its own formulation is expressly exempt. Either way the registration belongs to the Philippine importer or distributor: a foreign flavor house does not hold it and cannot.

A Philippine ingredient list does not accept a bare "flavor". Flavors are declared as natural, nature-identical or artificial, and nature-identical is live Philippine law even though the category has fallen out of use in Europe. A European-style dossier does not map onto it automatically.

Allergen information is printed directly below the list of ingredients, and the declarable classes include sulphite at 10 mg/kg or more. That threshold is the one that reaches flavor carriers and antioxidant systems, so it belongs in the brief rather than in the final label check.

Imported food is inspected by the Department of Agriculture and the Department of Health at the first port of entry, and that inspection always happens before the Bureau of Customs assesses duty. It is a sequencing fact worth knowing before anyone promises a landed date.

Working with a flavor supplier from outside the Philippines
Does VKA supply flavors to the Philippines?
Yes. The Philippines is one of the markets we supply from Singapore, alongside Malaysia, Indonesia, Thailand, Vietnam, China and India. We are a Singapore flavor house, not a Philippine company: we develop and manufacture the flavor in Singapore and ship it to your plant or your importer.
Why buy from a Singapore flavor house rather than a local trader?
Because we make the flavor, we do not resell it. For more than 50 years VKA has developed flavors in-house, with our own flavorists, application labs and sensory panels, certified to FSSC 22000 and MUIS halal. You work directly with the people who create the profile, not a sales desk passing on someone else's, and a reformulation is a conversation rather than a re-order.
Who handles Philippine FDA registration and import clearance?
Your Philippine importer or distributor does. Administrative Order 2014-0029 puts the Certificate of Product Registration on the importer or distributor, and a manufacturer importing a flavor for its own formulation is exempt from registering it at all; the FDA License to Operate that allows the import is theirs as well. We supply the documents that side depends on: specification and safety data sheets, certificates of analysis, allergen and composition statements, halal scope documents, and a certificate of free sale where that is the supplier document your importer asks for rather than our GMP or ISO 22000 certification.
How do we try VKA before committing?

Can you develop a custom flavor for our product?
Yes. Custom development is the core of what we do: a flavorist builds the profile, our application lab tests it in your actual product, and a sensory panel evaluates it against your brief before it scales to production.
What formats do the flavors ship in?
Liquid, powder and emulsion, chosen for your process and your shelf life rather than for ours. Format changes how a flavor survives heat, how it disperses, and how long it holds, so we pick it against the process step where the flavor is added.
Are your flavors halal certified?
VKA is MUIS halal-certified in Singapore, covering our premises and flavor range. Philippine halal accreditation is administered by the Department of Trade and Industry's Philippine Accreditation Bureau under Republic Act 10817, and it is a separate system from Singapore's MUIS, Malaysia's JAKIM and Indonesia's BPJPH. Confirm with your Philippine customer and with the Accreditation Bureau whether our certificate is accepted before relying on it, and raise it at brief stage so we can send the scope documentation with the sample.
