PP 42/2024 Pasal 159(2)(b) includes raw materials, food additives and processing aids for food and drink in the first mandatory-halal phase.

Under PP 42/2024 Pasal 160(2), the micro and small business phase for food, drink, slaughter products and slaughter services ends on 17 October 2026.
BPJPH's 11 June 2026 statement announces the next-stage halal obligation from 18 October 2026, including imported products, as a policy announcement that does not settle the foreign-product ministerial determination under PP 42/2024 Pasal 160(3).
PP 42/2024 Pasal 160(3) provides for the Minister of Religious Affairs to set the foreign-origin food, drink, slaughter-product and slaughter-service obligation by 17 October 2026 after considering completion of mutual recognition cooperation, and does not expressly name foreign raw materials or food additives.
Under PP 42/2024 Pasal 143(1) and 147(1)-(2), a foreign halal certificate is accepted only under a reciprocal mutual acceptance agreement with BPJPH; products certified by a foreign halal body with that agreement need no Indonesian halal certificate application, but the foreign certificate must be registered before circulation in Indonesia.

Under Kep-BPJPH 221/2025, SHLN registration is filed by the importer and/or official representative in Indonesia via SIHALAL before the product is circulated in Indonesia.

PerBPOM 13/2020 Pasal 14, as amended by PerBPOM 11/2021, groups flavoring labels as Perisa Alami or Perisa Sintetik, with nature-identical and artificial flavors in the synthetic group; the flavoring ingredient list must state the flavor group and flavoring adjuncts.

For finished processed food traded in retail packaging, PerBPOM 31/2018 Pasal 2(1)-(3) and 19(3)(d) require the ingredient list to declare the flavor group as Perisa Alami and/or Perisa Sintetik.
