Match the flavoring label to the way the product will be sold. The following provisions distinguish imported flavorings supplied to food makers from flavorings offered directly to consumers.
MoPH Notification No. 223 B.E. 2544, Clauses 2-3, treats flavoring agents as foods required to bear labels and classifies them as natural, imitate of natural or synthesized.
MoPH Notification No. 223 B.E. 2544, Clause 4, requires producers or importers of flavoring agents for sale to follow the Ministry of Public Health notification on production processes, equipment and storage.
MoPH Notification No. 223 B.E. 2544, Clause 5(2), requires consumer-sale labels in Thai, allows additional foreign text, and requires the flavoring type, food serial number, purpose and use instructions, metric net quantity, producer or re-packer details or importer details and producer country, any coloring type and quantity, any storage instructions, a production, expiry or consume-before date, and FDA-prescribed declarations.
MoPH Notification No. 223 B.E. 2544, Clause 6, allows English labels for imported flavoring agents "not intend to sell to consumer", but still requires the type declaration, food serial number, net quantity, producer or importer name and address and producer country, date, and FDA-prescribed declarations.
Importing flavorings into Thailand
Agree who will import the flavor and review the product documentation with that company before planning a commercial shipment.
The Thai FDA food import license FAQ requires an import license "if a food product is imported for sale in the country", also listed in the Thai FDA Food and Drug Checkpoint Division import procedure, step 1.

Can an imported flavoring label be in English?
MoPH Notification No. 223 B.E. 2544, Clause 6, allows English for imported flavoring agents not intended for sale to consumers, with the required declarations retained. MoPH Notification No. 223 B.E. 2544, Clause 5(2), requires Thai on consumer-sale labels and permits additional foreign text.
What halal documentation should we request?
VKA is MUIS and BPJPH halal-certified. Ask us at brief stage which halal documentation your Thai buyer accepts. Include that requirement in the sample request so your buyer can assess the scope documents alongside the proposed flavor.
What formats can we evaluate?
Liquid, powder and emulsion, chosen for your process and shelf life. Tell us where the flavor is added, how it needs to disperse and which heating or storage conditions it will encounter. Evaluate the sample in your own product and send your tasting feedback.
